Buena Vista politics – May 1996 – Colorado Central Magazine
Elsewhere in this edition, we have a long story on regional law enforcement.
In it, writer Ray James refers to Buena Vista Police Chief Dennis Upton and Town Clerk Julia Hupper.
As of April 9, neither title was valid. A new town board was elected, and neither Upton nor Hupper now holds a town position — their contracts were not renewed.
Upton began work in January, 1995. Hupper has worked for the town for 22 years. Neither was given a reason for dismissal.
That could come out in court, though, since Upton had a lawyer and both allege that the town board violated the state sunshine law, which forbids public bodies from meeting, and discussing public business, in private.
